Ok so someone on the game said there were some islands of niblin bay that have not been tuched in 100 years where is niblin bay .... Snakespec said summer set isle is soutwest of tamiriel contient in the ocean where though....

The place I do believe you are looking for should be on the east side of the map. You should see a large body of water with a quest marker in the middle. That is, if you are looking for what I think you are looking for.
