I downloaded the frostcrag spire and the note inside the towere said I can restore the tower to it's former glory at the mystic shop in the imperial city but when I go to the shop it is locked 24/7 if anyone knows why please help

Sometimes there are gliches like that, you just have to go there when it should be open, pick the lock, hope you don't get caught, and away you go. (you will have to pick the lock everytime you want yo get in)
