I would say a Breton. They are pretty decent on both. I would choose signs and skills based on which one you want higher or if you want both pretty even. If I was making it I would lean more towards attack.

Well, you could choose an imperial, with some stats of both, thats where I started, they have decent health which makes them good for a fighter, and you would want to make Intellegence and Strength your two main attributes, with the Apprentice the Mage or the Atronach birthsign, raising your magicka levels.

Dark elf are good with both, look at each races abilities and choose for yourself

Well why not start a new game and once you get to the end keep changing you're race birthsign and what you what to be but it would probaly be best if you create you're own thing for what you want to be and since you want high attack and high magicka put it on there.
