There are many ways to get lockpicks. Here are just a few:

1. Go to the imperial market and look through the boxes by the shops and you might find one

2. If you are in the dark brotherhood got to a safe house and find anyone selling anything, they will sometimes have some.

3. Some mosters will have one or two such a trolls, goblins, or even rats.

4. Enter a inn and find a bartender selling items and he might have a few.

5. Find armond christof in his house on the waterfront and you can buy lockpicks from him for five gold each.


Once you have a lockpick you can duplicate it to have as many as you want. To duplicate:
1. Find more than one scroll
2. Double click the scrolls
3. Without clicking on anything else find your lockpick and drop it

(TIPS)
Duplicate in a small lit up area so you can pick them all up quick

Do not duplicate to many (i say 50-100 at one time) or the game might freeze up

Buy some from either the Dark Brotherhood or the Thieves Guild.

There you go...I wouldn't suggest duplicating though, it might ruin your game.

There's a shady NPC on the outside perimeter of the Imperial City's wall, north of the Chestnut Stables; he sells lockpicks.

All you ned to do is get two or more of the same spell scroll, go into your inventory, go to the scroll, push "A" twice, then go to your lockpick (make sure you only have one) then drop the lockpick, exit your inventory, and, viola, you have more lockpicks

Theives guild sells them or you can do the shrine of nocyurnal deadric shrine mission(it is north of Leyawin on the eastern side, requres no offering and need to be lv. 10 to get the skeleton key wich is an unbreakable lock pick

All thieves guild fences sell 100 lockpiks but buying in bulk can be very expensive so I reccommend getting a spell to unlock locks or get the skeleton Key.
