Myownfriend, your character can't enchant more than one effect on a weapon/ piece of armor/ ring or amulet. You can only recive items with more than one enchantment not make.
Kidfly is right you can't put more that one enchantment on an item the game has built in multiple effects on weapons
When enchanting you can select an effect then choose magnitude, if there is still pints left to use on the soul gem you can put multiple effect, but the more effect the smaller the magnitude of each effect
That kidfly peace of crap is rong you can put strong enchantments on weapons like 56 fire damage and 45 frost damage as long as the lightning bolt thing isnt above the limit you can creat the new weapon with dat enchantment but....you can NOT YOU HEAR ME NOT MAKE MORE THAN ONE ENCHANTMENT ONE ARMOUR AND BY THE WAY THE ARROW ENCHANTMENT THING IS BULL CRAP YOU CANNT ENCHANT ARROWS!
