Weevil answered:

You lose skill levels when you're serving time in jail, so just commit some minor crimes and hope one of your major skills goes down.

superbird5005 answered:

Well if you have EVERYTHING 100. Then well, level won't go up. If you go to jail, some skills will go down, but one at a time. If you want to risk your Fame on this.....go ahead.

Weevil answered:

Committing minor crimes (such as pickpocketing) does not decrease your Fame.
Committing serious crimes can increase your Infamy though.

dread lich answered:

Make a spell like this

Drain SKILL by 100 on self for 120 seconds

Then raise the skill quickly and it will go past 100 when the spell ends
