Shadowbanish wine can be found in or around about eight different forts in Cyrodiil and there is two wine bottles in each chest:
Fort Aurus: Conjurer lair found on the northeastern shore of the Niben Bay by the Corbolo River. The wine chest is in the western corner of the easternmost room in the fort.
Fort Carmala: Vampire lair in the woods to the south of Chorrol. The chest is against the north wall in the northeastern room.
Fort Dirich: Undead lair southwest of the Weatherleah farm. The wine chest is against the wall of the crypt's southernmost room.
Fort Grief: Just south of Fort Aurus on an island in the Niben Bay. Found against the west wall at the top of the tower.
Fort Irony: Goblin lair on the southwest shore of the Niben Bay southeast of Bravil. The chest is next to a pillar in the southernmost room.
Fort Magia: Undead Lair south of Wellspring Cave on the eastern shore of Lake Rumare. The wine case is in the northwest corner of the lower level sticking out of the water.
Fort Scinia: Southeast of Cheydinhal near Morrowind. The wine is on the floor at the east end of the entry hall on the second level.
Fort Vlastarus: Vampire Lair near the Gold Road east of Skingrad. The wine is in the western room at the northernmost point of the dungeon.
And as for Fortify Magicka on target, there isn't a spell in Oblivion like that. There's a Fortify Magicka on self that you can use as a Journeyman of Restoration, but on a targer, there isn't a spell and you can't make the spell either.
