Or you can buy them from shops, find them in chests and crates, or get them from the corpses of bandits and mauraders.

Go to user submitted cheats on this game. My new duplication glitch should be there near the top because I only posted it yesterday. This also works AFTER the patch!!! This helps LOADS!!!

Armand Christophe, who is living in the slums on the Waterfront at the Imperial City, has 12 Lockpicks on him. Pickpocket him when he's asleep in his house.
J'baana, the Khajiit in the Prison District of the Imperial City, has 30 Lockpicks. Pickpocket him while he's reading or sleeping.
Along the outside wall of the Imperial City, north of the Chestnut Handy Stables, is Shady Sam. He sells 30 Lockpicks for 6 Gold each.
