You can find some in shops around the imperial city...You get a few along the Mage's Guild Quest. Also, a very good wiki for Oblivion is www.uesp.net

I would suggest going into a dungeon that don't got any monsters in it only people or "npc" and only do this if your around level 20 or higher because then you got a better chance of getting high level items or another good place to look for gems are any mage guild some got them laying around.

Duplicate. If you have the Shivering Isles expansion pack, go to your inventory screen and go to the scroll part (it has to be 2 scrolls or more) and press A twice and then drop the item you want to duplicate. Problem solved.

If you're in the Arcane University the have 3 emty ones in a display case
And you can buy 2 more from someone in the mages guild in one of the cities.
