Where do i go to make spells?
Someone help! I've been wandering around but can't make spells anywhere!ive enchanted items and gotten a staff but thats all.can someone plz help?

You have to become an apprentice in the mages guild, that means completing all 7 recommendation quests, then travelling to the arcane university in the imperial city and going to the spell making and enchanting centre.
