The weapons and armors sold in shops and found on bandits and such will get better as your level increases the best light armor in cyrodill is glass armor second best is elven and heavy armor the best is daedric and second best is ebony (looks really cool) just increase your levels and you will get better gear

"the arrow of extraction" requires you to find a secret passage into a wizard's tower to retrieve the arrow. Before you continue to read or play if you don't have a water breathing enchanted item get yourself some potions of the sea (water breathing) get at least 5 of them you WILL need them. Once you reach a door that says "needs a key to unlock" save your game...(the passage is hard to find in case you run out of potions) there is in fact NO key for that door instead the way through is an underwater passage. I will do my best to explain but it is VERY hard to be accurate....To the south of that door contains a water filled cavern containing a very deep shaft. About ten feet down (only part of the way down) there is a tunnel on the north side of the shaft. The tunnel is located immediatly below a "bridge" of rock in the middle of the shaft that connects the north and south walls, and is at the same vertical level where several rays of light is clearly visible shining through the water. A slaughterfish usually guards the entrance to the tunnel, that tunnel leads you past the locked door. If you instead dive at the bottom of the shaft you will encounter a giant slaughterfish although is an easter egg might worth taking a look it also means you have gone TOO far down....hp you will find the way
