Mysticism: the two advanced trainers who can give you the master training reference necessary to begin this quest are Boderi Farano (female dark elf, mystic archives, imperial city) and Ita Rienus (imperial female, bravil's mages guild) they will refer you to Dagail (female bosmer and head of leyawin's mages guild) and she will only provide master training once you have closed at least three oblivion gates. Alteration: the two advanced trainers who can give you the master training reference necessary to begin this quest are Abhuki (female khajiit, innkeeper at the faregyl inn between the IC and bravil) and Athragar (male bosmer, chorrol's mages guild) they will refer you to Tooth-in-the-sea (male argonian, underwater near bravil) before he will train you he will require you to stay with him underwater for three game hours (about 6 minutes) you can cast water breathing spells on yourself or potions or even better an enchanted item also you will need to approach him before 1 p.m otherwise he'll say that it's too late to start your test today .....note: if you wish to master any skill there is a way to bypass the rules of the game simply go to the arcane U. Create a spell that drains whatever skill you wish to master for a few seconds on self (ex: drain alteration 100 points/self/3secs) that way you can receive practically free training from ANY trainer till you master the skill...(when you will approach the trainer it will still count you as an expert, but will still be able to be trained by journeymen or even apprentices!!!)

SUPERMAN5 answered:

Talk to alot trainers. They'll tell you locations of the trainers if your level is high enough in that category.
