You can find two members north of cheydinhal at a camp. It is south of the master trainer of acrobatics but that is only if you are a journeyman. The camp is by a little pond. I'm pretty sure it is Camona Tong.
Camona Tong is morrowind only, to the best of my knowledge. There is the Dark Brotherhood in Oblivion, but while the Camona Tong is legal (with the writs), the Dark Brotherhood is completely illegal, and you will get jailed for it's quests.
To find the Dark Brotherhood, you must murder someone, and a message will come up saying that you were being watched or something like that. Next time you sleep in a bed, the Dark Brotherhood will come and give you a quest. If you finish the quest (which is to murder a specific person) you get entrance and a lot of really nice enchanted gear, and access to one of the most fun story lines in the game.
The two Camonna Tong thugs are north of cheydinhal. Eventually you will come across ruins called Fanacas. Go a little more north and you will find the two thugs in elven armor depending on your level. When you kill them more will eventually reappear. The camp is called Walker Camp. Hope this helps and tell people there is Camonna Tong in Oblivion and that Black Mamba 19 found them.
Head to Walker Camp to be able to find some rogue Camonna Tongs.
