That's true, as you progress in your magic studies (novice to master) more enchantments will be available, if you already have a chameleon spell but not the level to cast it simply cast you weakest illusion spell until you reach the required level (shouldn't take more than 5 minutes). Then return to the alter and you should be able to enchant "chameleon" to your armor and stuff. Also there are sigil stones who offer the chameleon echantment and at a higher percentage than 20% (depending on your level).
