What is a shrine card? I read if you put it in a drink it will max all you're stats is that true?

I've completed oblivion and got all the achievements but I've never heard of a shrine card so there probably isn't one.

Were did you get that from? I dought there ever was such a thing it would make the game way too easy. Then you could get all the achievments pretty easy and that woul ruin the game.
