If you want to use it for a black soul gem there is no need for it because if you go to the shrine in some fissure (sorry don't know the name) and it's on the right day if you do it around 1:00 am game time a guy will come out and do it himself steal the gem from the box quickly before he takes it and kill him. If you need it for a different reason I have no idea how you get it.

Try going to the mages guild that specialises in mysticism spells, but you have to be at least level 25 to use them.

I made a spell sword witch had the power to soultrap, I made it from the sigal stones you get from the oblivion plains
