Here are some ingredients to make magicka potions at novice level: Bog Beacon Asco Cap(P), Flax Seeds(P), Steel Blue Entoloma Cap(P) and Void Salts(C). Here are some ingredients to make magicka potions at apprentice level and below: Stinkhorn Cap(P). Here are some ingredients to make magicka potions at journeyman level and below: Fire Salts(C) and Water Hyancinth Nectar(P). Here are some ingredients to make magicka potions at expert level and below: Blackberry(P). A good place to look for most ingredients is in shops, The Main Ingredient in the Imperial City Market District is good place to look, and so is Sinderion's Cellar in the West Weald Inn, which is in Skingrad.

Hope this helps!

P.S. Sorry if it's a bit long!

Game master knows his stuff!! Kudos !! However so do I , and without spending countless time acquiring ingredients to create potions that will increase your magicka only for a short while why not make it permanent??? Simply get access to the arcane university enchant any item with fortify magicka and do the "permanent enchantment" trick if you run out of money simply sell you useless extra copies and start over. Dat way you can get ANY amount of magicka you desire therefore creating some wicked spells later on. If you don't like to cheat or you don't have access to the arcane university then games master's way is the way to go. But in the time you would gather these ingredients you would have time to finish the mage's guild quests many time over...

I suggest to get a blackberry and dupe it many times. So you can make alot potions.
