Acheiving rank of arch-mage allows to access to the arch-mage's quarters and to an alter of spellmaking. Then depending on your lv. (novice,master etc.) you will b able to create spells. If you are very serious about spellmaking here's a few hints: 1. Create small spells, a small detect life for about 1-5 secs. Used over and over will make you a master mystic rather quickly , same with a small illusion spell (invisibility) , a small restoration spell etc. For destruction magick create a 1 damage spell on self and cast it over and over. It is hard to master all 6 colleges of magick but when it is done the fun can begin. After you've become master do the "permanent enchantment" trick to boost your magicka in the thousands. Then you can create unbelievable spells a fire spell dealing 100 damage over 30 secs in 50 feet while cost a master about 2000 magicks of course many other variations exist, have fun experimenting with wicked spells. Only bad part is that spells like that cost about 5 grand to make but remember you have duplicated a lot of enchanted weapons so sell em lol.

After reaching the Arch-Mage rank in the Mages Guild, you will be able to make spells, enchantments in you Arch-Mage quarters.
