Not sure about the easiest way, but I know you can buy like, 40 from the Lion guy in the Dark Brotherhood.

The fastest way is by finding a bandit lair and killing bandits. Usually a bandit carries at least two or three. If you don't like that way you could buy about 30 each day from a guy named shady sam who barters all day and night outside the imperial city elven geardens district. To find him go to the stables just outside the city and follow the wall north, soon you will see or hear a guy ask you if you need anything "special". He usually sells a variety of potions and poisons and 30 lockpicks. Don't kill him because you will lose the only person in the game who will sell lockpicks to anyone. Others do sell them but only to those in factions. Also don't pickpocket the guy, if you do he will stop selling to you.

Join the thieves guild, buy 'em off any of the fences.

It's good to have a high mercantile skill because if you join theives guild they sell 100 every time you talk to them so you can just keep em lowering the prices

If you get a letter to meet someguy in the waterfront go there and when he tells you that you can fet lockpicks for 5 gold each buy one then use the copy an item cheatat cheatcodes.com

DO the nocternal shine quest and you get unbreakable lockpick!!!!!

If your not lvl ten the you can't do the nocternal shrine quest.

To get more lock picks or weapons wield your bow and arrows but not to many or the game will freeze but widl them both then exit your inventory and hold R so it's showing you about ready to attack but don't let go then go to your inventory unequip your arrows then drop anything that you want to duplicate and you can get more of things but use and iron bow and about 30-50 iron arrows that works best
