Alexander, on higher difficulties, new enemies appear in areas.

As for the Blitz, well, he's tricky, that's for sure. The best plan is to get out Pandora (If you have it, I believe you would if you're on SoS or DMD mode.) and begin hammering him with everything in it, and keep gunslinger on. Also, keep in the air, because it makes it a bit harder for him to hit you. When he disappears, land and run away, because he's underground. When he charges his hands, move or jump, and when he charges with his hand off to the side, jump or land, depending on where you are. When Pandora has enough disaster gauge, hit B while in their air to transform it into the mobile base, and hit him with a full salvo. Once his electricity is gone, pound away at him with Rebellion, but don't use Devil Trigger yet. Once his electricity is back, repeat until his electricity turns red. Now, simply dodge him, shooting him as you run. Eventually, he'll begin to levitate and spark rapidly. At that point, run, because he's about to explode. If he grabs you while he's red, he's about to self-destruct while holding you, so activate Devil Trigger to get away.

There you go, you should be fine now.
