Republic: meet the republic diplomat Roland wann in the east section of Ahto(at least I think it's east) and ask him about the star map, he is very vague but if you agree to help him to get the chip from a droid in the sith embassy and you recover it he will tell you more. Once you agree to help the republic acess to the republic embassy will be given to you.
Sith: you can only enter the sith base once you agree to help the republic, there are 3 different ways of getting in. The first one involves decrypting a passcode for the front door to the sith embassy.
The string codes are:

The second way is to interrogate a sith prisoner in the republic embassy:
All you need is decent presuasion skills and a good idea of how to interrogate someone. You can start again as many times as you like by injecting truth serum into the soldier. He will eventually give you the code and you will be able to go straight to the front of the sith embassy.
The last option is all braun, you go to a hangar were the sith have a shuttle carrier in there the is alot of fighting involved to get to it, once you get there though you will arrive at a different end of the sith embassy.
