You have to follow the upper path on the bracket screen. That means you must complete the Dark mission in six consecutive stages and defeat the final boss. This unlocks the Samurai Blade. Repeat the the path, except for the sixth stage. Complete the Hero mission there and fight a different boss to get the Lv 2 Blade.
To get other stages, you have to complete the stages you've already unlocked with different missions.
Westopolis has three missions:
Dark: kill 35 GUN soldiers.
Normal: Get the Giant Ring/Emerald.
Hero: kill 45 Black Arms.
Completing each mission will open a new path. Your real goal should be unlocking Expert mode and that requires getting an 'A' rank in all 71 missions.
