Im not completely sure but have you tried to look in the unlockable characters? From there you can buy unplayable story characters for studs
There must obviously be a hack of some sort, but Zuckuss is not available in the game. He is not in the shop or story characters. The last characters to unlock are 4-LOM and Dengar, and Zuckuss is not in Bounty Hunter Missions.
