The Kanto Pokemon starter skin is only in Japan, so you're going to have to wait.

Cheats, also know as Action Replay codes, are used to unlock stuff, and modify a game. To use a cheat, you need to have an Action Replay. From there, read the instructions on how to insert a cheat.
