No, you do not need to buy both a Gold, and a silver package for your CAW's stats to be upgraded. You only need to use your money to buy a gold package, a silver one will actually lower your character's stats.
Depending on what Stats kit you buy, your characters stats should go up to either 79, or 80.
The rest, you will have to do for yourself. Hope this helps.

I would suggest just to buy gold,after that your overall should be 78-80,after that you must do training exercies to get your exp higher
