How do you unlock vince and his costume so you play as him in a match or anything.

Just buy Vince, and then buy his alternate haircut afterwards. You'll then be able to fight as him, on exhibition.

But before you can buy Vince, you will have to unlock him. Well it is very easy to do so actually.
You just have to win or succesfully defend a championship title at Wrestlemania. Now, the most important thing is that you have to play the 24/7 - GM mode. Then you just pick a brand (but I would take RAW to be sure. Vince is a RAW superstar after all) then buy a few superstars and put them under 1 year contract. Then at wrestlemania, you enter any of your superstars in the main event for the title. Then play with your superstar so you improve your chances of winning.
If you finally win, Vince McMahon will be unlocked. You can buy him in the WWE Shop menu. After you bought him, you can also buy his bald version. When you fight with him, you can select either the fighting (hair) or the bald appearance of Vince. It's like Triple H and HBK's D-generation X attire.
