Fighting guards is not the best idea and getting caught stealing isn't that good either. Your infamy will go up if you keep doing that.

vegeta SSJ4 answered:

Your fame can't go down if that's your worry. I don't think your infamy will go up either by doing petty crimes.

Saint Jimmy answered:

Your fame cannot go down, thank God, or else I'd be pretty freaking SCREWED right about now. Unfortunately, your INFAMY canNOT go down, either; so I would be careful when stealing or doing anything else Illegal; I always save before breaking the law; quite the headache, but less pain and a LOT less annoyance when you've completed Knights of The Nine and every single F ing person says to you every single F ing time you talk to them "I thought you were a hero but I was wrong you're a sinner just like the rest of us."
Just never get caught, is my advice. James Isaac Hatfield

zgame master answered:

Your fame is raised by doing quests that have a positive affect on the world. It can't go down but it can always get higher. You get infamy for high bounties, going to jail, doing theives guild quests and doing Dark brotherhood quests.
