If I buy the game of the year version, would I still be able to use my character from the original one?

You won't be able to since they are both different in a way unless there is a part on the game of the year edition where you can.
I have installed the shivering isles and the Knights of the nine on my 360 (which is what you get extra with the game of the year version) and I can still use my old saves so I assume so. But it will probably be cheaper to just buy the expansion pack install it on your hard drive and use your origional oblivion disk
Yes you can, if this game is anything like it's predecessor, Morrowind, you will be able to use your original character. I got the GOTY edition right off the bat, per say, so I don't know from personal experience.
