I'm not sure where to find a open very hard lock spell, however. I can tell you how to get the skeleton key which is an un-breakable pick. All you have to with it is keep pressing square when you come to a lock and the computer will auto pick it for you and since the pick is unbreakable you can keep doing it.

All you have to do is the shrine of nocturnal quest. Nocturnals shrine is located slightly north of leyawiin. Start by walking out of the leyawiin east gate and follow the road north. Keep checking your compass as you walk up the road untill the shrine appears on it. All that is required to start the quest is that you must be atleast level 10.

Nocturnal tells you that 2 thieves living in leyawiin have stolen her eye and she wishes for you to recover it. After talking to people in town, guards being most helpful (use the topic "Leyawiin", not "Eye of Nocturnal"), you discover the thieves are a pair of Argonians living in town (Bejeen and Weebam-Na). A brief discussion with the thieves themselves will get you a quest message, asking you to eavesdrop on the pair to discover the location of the Eye. Sometimes you must leave and come back before they begin to talk. The best option is to sneak into their house and wait out of sight: if they realize that someone is listening to them they will stop talking.

After you find out that the eye is hidden is tidewater cave. Go to the cave, retrieve the eye and bring it back to nocturnal and she will reward you with the skeleton key.
