To send aid for Bruma you need to visit every city in cyrodil and talk to the count or countess of each city and talk to them about aid for bruma. They will all
Tell you that they have no men to spare because they have oblivion gates outside their city walls. All you need to do is simply visit each city, close the oblivion gate outside it and then talk to the count or countess and they will send aid to bruma. The only city that won't send aid no matter what you do is the imperial city but don't worry about it, that won't stop you from completing the game.

To do it. You must close the Oblivion gates outside each city except imperial.
