You can probably them at alchemists in the imperial city.
Then duplicate them untill you have got 20.

Look around in stores. When you have 1 of each, use the dupe cheat.

Ok if it's still helps here you go.
This is the biggset set of plants you'll need in one place. Dragon's Tongue Flowers found at Fort Redwater by the Black Marsh border
Redwort Flowers found a short distance southeast of Field House Cave by the Black Marsh border

Note: this is as close as I can pinpoint the plants cos I ant been kicked out the guld.
