If your talking about the "Blitzkreig" ,the wheelchair with mounted turrets, you will need the following items:
Wheel Chair Car Battery LMG or Assault rifle or Merc assault rifle.

Combine the Wheel chair and car Battery first to get the electric wheel chair.
Then combine the "Electric Wheel Chair" and any of the machine guns above to get the "Blitzkrieg".
