It's easy, all you have to do is go to bostin in the library, I don't remember which side that this was, but, there is a window, climb, skate, or spine into it and there he is!

Go to the stone building on the left. Air up and crack a window on eather side. THen, franklin will run out into a dark area. Follow him to unlock him.

Go to the right side of the library and there is a window. Jump into the window to find him.
