Well, I do not think that you will be able to look exactly like the Tagger, but you can look like him a little bit. Just throw a hoody onto your character, and flip up the hood. Give him a mask, or something similar to what the man in Berlin wears, and then give him the same pants that he has. I cannot remember exactly how the tagger looks, but I do know that you cannot make your character look exactly like the Grafiti man. Still, just get a good at him and write down what color pants he has and stuff like that, and then edit your character till he looks like you want him to.
