You must find all collector cards in the game. Then go back to this level to view it.

You get it by getting all the cards and then go to level 3 and go into the comic shop straight ahead and buy the ticket to watch the movie then go to the aztec theatre to watch it.

Yeah, but he said "How do you get the authority to watch it??". That you can't do. Because the authority are the police/cops. The cops can't watch it with you. Too bad, though. Then you could sit back, relaxed, while the cops are looking for you. But unfortunatly you can't.
