If you can't do the races take a look at this cheat: Hold down L1+R1 at the options menu and enter: xoxo.

An easy way to win the races is to do the 1-hit KO cheat (go in the options menu and hold r1 and l1 and hit triangle triangle square square) and blow up all the cars by crashing into them.
2 other good cheats for these races are triangle x4 and square x4 (hold r1 and l1 in the options menu). These are fast cars and unlimited top speed
