Cars: hold L1+R1 and press x 0 x 0
Indestructable car hold L1+R1 press Triangle x Triangle x
Blow up cars hold L1+R1 press Triangle Triangle square square

Hey, whoah there's no cheat to play God here. Unless you have a good cheat CD you cannot enter a manual cheat code to acess ALL that. You can't get a cheat for no cops, but if you get in another car then your hit and run meter will go down. There are no free costumes. Blow up cars with the cheat and you get loads of money.
