If you have dynamite then when you walk up to the safe it with tell you what button to press to plant it and how much time you have to take cover. So once you plant it run into the next room and either wall cover or crouch in a corner.

Blow it up with a dynamite,then press R1 to lay down the dynamite.

Dynamite.Always buy loads of dynamite so that you can break more safes.They can also be used to stop trucks.
