I'm afraid there's no cheats to unlock any of the characters or gears in this game. However, it's Ulala, Aiai and NiGHTS that are unlockable on Sonic Riders, not NiGHTS, Aiai and Billy Hatchet. I think you have this game mixed up with Sonic Riders: Zero Gravity. Your question would likely be better answered if you ask it there, instead of here. I do know for a fact that there are no special "controller input" codes that allow you to unlock NiGHTS, Ulala and Aiai on the first Sonic Riders. You have to complete all the Missions (further missions can only be gained via beating the Heroes and Babylon Cup with 50 points and unlocking Sega Carnival and Sega Illusion. Also, it doesn't matter whether the emblems are gold, silver or bronze).
