Don't bother buying a new car. It's not worth it. Get the pink slips to the blacklist cars. They already have upgrades and they're FREE!!!

To buy a car go to the main menu and click on 'career' and load any career you wish. Then click on 'continue' and wait for it to load. Next you click on 'cars' 3 down from the top and click on 'car lot' and click the 'x' button on the ps3 remote to purchase your car and upgrade your car in the 'garage' by touching the circle on the ps3 remote and click on garage instead of car lot. Your money is the bottom right hand of the screen. There are two cars that cost zero dollars and are for free in the car lot.
