Is there any spawning cheat codes for a helicopter,a jet pack(i already tried the one that is listed 15 times an it dosen't work), and an airplane(any kind).

You can't fly in this game, and there is no cheat to do that.

Previous answer is bogus, yes you can fly in this game. Check the cheat section.

U can fly in this game by buying a helicopter on the second island in one of your safe houses.

There are no cheats for a helicopter,jetpack or an airoplane.

There are no Cheats for spawning a helicopter, but you can steal a Moverick or a Sparrow (not the Sea Sparrow) from the Escobar International Airport, the Sparrow on a helipad in the west side of the airport while the Moverick (which activates the Vice Sights missions) can be found somewhere near the fence, you can buy a Little Willie with a turret on the roof of the Clymenus Suite for a total of nearly $5,000, and you could steal the best chopper in the game, The Hunter ( I could name it Skywolf, too) found north-east at the Escobar International Airport (it won't be found until you complete the Last Stand mission), it is the chopper that have auto-locking rockets and auto locking turret, good for use on the Vigilante missions.
Here is other choppers and planes you can find it:

VCPD Moverick
On the roof of the Downtown and Washington Beach Police Station
It is useless for you, because it does not have a turret for Vigilante missions, also it doesn't have the Vigilante missions, but good for transporting.

Moverick
On the helipad found near the Hyman Memorial Stadium
It is useless like the cop one, but good for transporting like the other.

Skimmer
Near the pier where Lance was attacked and taken to another ship or for purchase at the pier near the Clymenus Suite, also in a pier near the Lighthouse (which activates the Crims Water on Wings mission)
One of the perfect planes, the Skimmer, you could use it as a boat and a plane, I like it.

Biplane
In a long runway in Escobar International Airport, or in one of the huts found in the airport.
This Biplane is not powerful, unlike other planes and choppers, when it crashes in something, it destroys in less than a quarter of a second ! It has better handling than the Stuntplane, which you must fly it carefully.
The one on the runway activates the Crims on Wings race while the other activates the Hyman Memorial O.D.T.

One last thing :

Sea Sparrow
You may get it in the Land, Sea and Air Ace race, or the mission where you protect Gonzales and his men in a Sea Sparrow while they are on water.
It is good, it have a turret and it can land on sea, too, so it can be the chopper of your choice while the Skywolf (Hunter) chopper is out

A perfect list of choppers I found and you can find them, not all the choppers and planes found in the game, but this total is enough.
