How do you unlock the drugs, robbery and (i think) smuggling in the business menu?

The three businesses you mentioned will be available for unlocking as soon as you open East Island. Once you do, you'll have to successfully attack that respective type of business (doesn't matter which gang) in order to unlock it for building.
