Use a cheat.
Sneak into army base. Go to blue domes. Go
To second one. Should be there if not look around. Press triangle to steal.
Wear your cop dress. Enter the military base and search for it. Once you the tank enter it and use the cheat leavemealone to evade the police. Get it out of the base and save it your estate. Remember that it's fireproof and bulletproof.

UP, L, DOWN, R, LEFT, L, RIGHT, R
