Sorry, but you cannot fly at all, unless you put the flying cars cheat in, but don't save it on your memory card cause it will corrupt your file and you wont be able to get 100%.

If the game your talking about is GTA:Libertycity Stories than yes there is two ways you can fly. 1st way is the mision where your at station island and you have to follow the helicopter and it goes to china town on top of the building when you get to this part don't go to the mission marker, get a bike and go up the stairs that are next to the building and get to the helicopter and push traingle when your next to it but don't shoot any one or it wont work. 2nd way to get a helicopter is a cheat that people havent find out yet it's a helicopter cheat where you get a Military helicopter but I don't know the cheat I've only seen people do the cheat.
