I suggest you let the car get really close and then press x this way you avoid dammage but don't let him reach and then take controll or ull fail speed in to the court yard and run down the first few and then after exit they will fallow 4 a whiel (dont go to far) and they come out run them over when they leave cover run them over quickly if you go a block away they will cause more space between evach other and will spread to the near by side walks and street making it easyer to run over

My little sister complete this mission by using peds follow you cheat. By doing that, the gang will not shoot you. Then you can run over them. The damage is greatly minimized. Ped follow you cheat can never be terminated unless you save the current play, quit, and load it back...
