with some other cheats you can make your car or other vechile have a jump kit witch shoul be able to get up there just go to gta liberty city cheats gamespot and there you have you'll have your answer happy

There is no jetpack in this game, but to reach that hidden package use a ambulance to get on it and you will be able to reach it. If it's the hidden package at the construction site, take the ambulance on the train rails and try to jump with the ambulance inside the construction site so you can climb there.

Instead of using a jetpack to get to Hightower ground you can just use the helicopter, and you get that by going to the cell phone and calling 359-555-0100

There is no jet pack cheat for this game. But you could try to find a helicopter to get up there. Hope this helped.
