Just keep killing cops and people without killing yourself and the media attention will go up. The python is a magnum pistol.

The only way I've managed to get my media attention higher is by going on huge rampages until I get 6 stars, then stealing a Rhino and going on an even bigger rampage.
As for the Python, it is a gun very similar to a magnum. It replaces your pistol, and kills with one shot, so it's definately worth having. You may have already picked it up on the way down to the Slash TV area whilst on the mission 'Portland Chainsaw Massacre', or on the roof of the airport.

Go on rampages, to get it up, and the Python is a gun.
