Do the cheat again.
If this doesnt work, if youve saved the game after using the cheat, you cannot turn it off, so you'll have people followingyou for the rest of the game.

I think you just turn off the game. Maybe when you turn it back on, people won't follow you anymore. I have tried this cheat before, saved, turn off, then on and nobody followed me anymore.

Press the cheat again maybe it will cancel it, or try to load the game after you reset the PSP, and if nothing of this doesnt work, well you will have to create a new save data.
