Just hit the crap out of her... If your not strong enough my suggestion is go a place where there are random enemys and fight those for a leve or a dragoon level. That makes her a LOT easier...

Use fire based magic and dart's dragoon attacks. If you still have some of the burnouts from when you first started the game those work great! It also helps if you have dart's dragoon level up to where he has final burst. That really takes it out of her. Remember she's water based, so any fire magic you can get your hands on will make it a lot easier.
