If you're talking about the start of the game at the 7th heaven theres no weapon, its just the training room where you learn how to use limits and saves etc.

There is no actual weapon but the man gives you hints and tips on how to play the game and what to do.
It's rather pointless if you ask me because by then you would have figured out the things anyway.

Apparently the "weapon man" upstairs is on the second floor of the neighboring building. He offers training on basic strategy and stuff. However, there is an "All" materia on the ground right next to him - make sure you don't forget to pick it up. It's your first chance to get one.
